He did. He regularly borrowed Freyja or Frigga’s falcon form cloak (it goes back and forth on which goddess, in either Edda I think). He’s also said to have sky treading shoes. I’m archeology, they’ve found several depictions of Loki as a man’s head on a bird’s body – presumably this is Loki in the cloak, or Loki shape shifted. But the Snorri Edda was written several hundred years after these objects were made. Maybe in older stories, he could just turn into a bird without help, like Odin. Depictions of Loki more contemporary with the Snorri Edda tend to focus more on his aspect as the bound god.

Judging from the bit about Freyja´s wrath, it´s not actually *his* cloak.
He “borrowed” them often enough. Bear in mind TMK’s canon might not match the Eddas exactly either.
